Thai Handwriting vs Printed Thai: What a Fast Hand Drops
TL;DR: Almost every Thai consonant is built around a small loop called the head, and the head is the first thing a fast hand gives up. That matters unevenly. Pairs separated by a full-height stroke, บ against ป, ผ against ฝ, พ against ฟ, survive handwriting intact. Pairs separated by a curl or a tooth, ก against ถ against ภ, ข against ช, can go genuinely ambiguous, and so can the marks above the line. A print-trained reader copes by reading the word rather than the letter.

Thai has two scripts and only one of them is printed
The letters on a book page and the letters on a note from a landlord are not the same letters drawn with more or less care. They are two settled styles. The printed one keeps the loop that starts most consonants, holds the proportions steady and separates every stroke. The handwritten one runs the strokes together, drops the loop, leans the tall letters and lets the width of a letter vary with how much room is left on the line.
The gap is wide enough that Thai typography has a whole category built out of it. A loopless typeface is a printed face that adopts the handwritten convention on purpose, removing the loops everywhere and compensating for the loss by keeping the remaining shapes carefully distinct. That is the important difference between a loopless font and a fast hand: the font removes the loop by rule, in the same way every time, and a hand removes it by circumstance. The same person will loop ค in one word and not in the next, depending on where the pen was coming from.
The head is the first thing to go
Thai handwriting instruction teaches almost every consonant as beginning at its head, the small loop the pen makes before the body of the letter. Only ก and ธ have no head to begin with. The head is not decoration: it is where the stroke starts, which is why the order the strokes go down in begins there.
It is also the smallest movement in the letter, a full change of direction inside a space narrower than the stem, and small movements are what speed erases. At writing speed the loop stops closing. It becomes a hook, then a curve, then a slight thickening where the pen turned, then nothing at all. None of this is sloppiness in the writer, and complaining about it is beside the point: the loop has already been dropped by an entire style of writing and by a family of typefaces.
The consequence for a reader is specific rather than general. Handwriting does not blur Thai evenly. It attacks one particular kind of distinction, the kind that lives in a small curl at the start or the foot of a letter, and leaves the rest of the alphabet more or less alone.

Which pairs go ambiguous, and which do not
Sort the confusable sets by what separates them in print and the answer falls out. A distinction carried by a stroke that runs the full height of the letter is safe, because a hand can lean that stroke or shorten it a little but cannot lose it without writing a different letter. A distinction carried by a curl, a tooth or the direction a foot turns is exposed.

Notice that ก, ถ and ภ end up in the exposed group twice over. The three letters are already the tightest lookalike set in print, they are separated by exactly the sort of small curl that speed removes, and ก is one of the two letters that never had a head to lose in the first place, so a hurried ถ has nothing to distinguish it from a ก except how firmly the pen turned at the bottom.
The marks get worse than the letters
Above the line, printed Thai keeps four tone marks and several vowels apart by differences of a stroke or two: ่ against ้ against ๊ against ๋, and ิ against ี against ึ against ื. These are the smallest shapes in the script, they sit in the most crowded part of it, and a hand writing at speed draws all of them with the same quick tick.
There is a second problem that only exists in handwriting. In print, a mark sits directly above the consonant it belongs to, and since Thai does not put spaces between words that horizontal position is the only thing telling you which letter owns the mark. A hand drifts. A mark written slightly late can hover between two consonants, and the reader has to decide ownership from which reading produces a word.
The consolation is that the marks are heavily constrained. Tone rules mean a given consonant class and syllable type only accept certain marks in practice, so a smudge above a low-class letter in a live syllable is far more likely to be ไม้เอก or ไม้โท than either of the other two. Knowing the rules is what turns an unreadable mark into a short list.

How to read a hand you have never seen
A print-trained reader does not decode handwriting letter by letter, because letter by letter is precisely the level at which the information has gone. Four habits do the work instead.
- Read the word, not the letter. If a shape could be ข or ช, work out both readings and see which one is a word. The two letters sit in different consonant classes, so the two readings usually differ in tone as well as in sound, and only one of them normally exists.
- Calibrate on the same hand. A writer is consistent with themselves. Find another instance of the doubtful letter elsewhere in the note, ideally in a word you already recognise, and you have that writer's version of the shape.
- Use the closed vocabulary. A market sign, a whiteboard menu, a note about the water bill and a delivery address each draw on a small set of words. The number of things a shape could be is much smaller than the alphabet suggests.
- Ask for the thing that has to be exact. Names, addresses and amounts are where a wrong guess costs something and where context helps least. Getting those typed rather than written is not a failure of reading.
What this changes about practice
Two things, and neither is learning to write Thai by hand. Writing practice is worth doing for its own reasons, but it trains production, and what fails here is recognition.
The first is to know the structural cue for each confusable set, so that when the small cue is missing you already know which large one to look at. The second is to read enough real Thai that word recognition can carry the weight, because every coping habit above is really the same habit: use the word to settle the letter instead of the letter to settle the word.

How do Thai people read handwritten Thai so easily?
By word rather than by letter, and with a large vocabulary doing the disambiguation. Only if the cards show handwriting, and almost none do.
